Two cannabis factories with an estimated street value of £28,000 were discovered in Great Harwood on Monday morning.
Police found 70 large plants along with lighting and cultivation equipment after raiding two addresses on St Edmunds Street and Cattle Street.
Two men, aged 30 and 33, were arrested on suspicion of cultivating cannabis.
The 30-year-old man was released on police bail pending further enquiries and the 33-year-old man was given a police caution.
The action came after members of the public reported concerns to the police.
Sgt Stuart Banks said: "We have acted upon information from the public and I hope they are reassured that the police will continue to do everything within their power to remove drugs from our neighbourhoods.
"I urge anyone with information or concerns about drug dealing in their community to contact us."
