THE council has dealt a major knockout-blow to some noisy neighbours who persisted on playing the infamous Rocky theme tune until the early hours of the morning.

For more than four months - on several occasions - Victoria Westall and boyfriend William Yarranton blasted out the 'eye of the tiger' song plus heavy metal and Culture Club hits from their Oxford Avenue home in Clayton-le-Moors.

Environmental Health officers joined police to execute a warrant to pull the plug on the pairs music system as well as confiscating it - much to the relief of aggravated neighbours.

In a separate incident an Accrington man has been ordered to pay almost £1,000 for leaving a bin-bag in the back alley behind his home on Bradshaw Street West.

Litter lout Michael Johnson, 51, was found guilty by magistrates on December 2 after repeatedly refusing to recycle his waste on different occasions throughout the year.

The council decided to take action after Hyndburn's night time noise team spent time on Oxford Avenue. Officers had also received numerous complaints from neighbours fed up with the loud music.

A neighbour said: "The music has been loud. The songs played were mostly heavy metal I think but I didn't even know what the music was at times. I tended to go upstairs and put my own music when it was loud so I couldn't hear it as much.�

This level of noise is anti-social and has a detrimental effect on people's lives, and we will do whatever it takes to stop it, even if this means seizing stereo equipment."

On Mr Johnson's heavy duty bin-bag fine Councillor Clarke said: "Mr Johnson has a long history of not recycling and this final sack of rubbish had certainly turned out to be an expensive one. We really cannot have people leaving rubbish around. Most Hyndburn residents are keen recyclers and have helped make us become the best council in the country for sending the least amount of waste to landfill for two years running. But everyone must play their part and if people don't comply, as in this case, ignoring officer's advice on how to recycle, along with letters and fixed penalty notices, then we will take people to court."
