A u-turn over a permanent traveller site at Altham is set to be rubber-stamped by council bosses.

An emergency cabinet decision was signed in March to consult on the provision of gypsy and traveller pitches at Sankey House Farm, just over a year after the idea was rejected.

The decision followed proposals for two gypsy sites in Oswaldtwistle which are set to be refused planning permission, but which could be subject to appeals under new guidelines.

It stated: "Planning applications are being submitted for gypsy and traveller sites in sensitive and inappropriate locations (e.g. Sough Lane, Oswaldtwistle and Catlow Hall Street, Oswaldtwistle). Given the new policy, there is an urgent need for a site to enable the council to defend planning appeals and avoid costs."

A planning application for the erection of five transit pitches and 10 permanent pitches on Whinney Hill Road has now been heard by the council's planning committee.

The committee has delegated the final say to the chief planning officer, who will approve it if no objections are received within a tight notification period.

Last February, landowner William Price was refused permission for a caravan park at the site, on "planning policy" grounds.
