A property owner has been prosecuted for the second time this year after failing to carry out repairs to a dilapidated building.

Anthony Faulkes, of Sands Road, Rishton, was convicted of a second offence of failing to comply with a notice served by Hyndburn council requiring him to carry out remedial work to his long term derelict empty property on Spring Street in Rishton.

The 50-year-old was found guilty in his absence at Hyndburn Magistrates Court and fined £1,000 and ordered to pay a £100 victim surcharge, £540 prosecution costs and a £150 criminal courts charge.

The Observer reported in February that Faulkes was also found guilty in his absence at Blackburn Magistrates Court for failing to comply with the notice and hit with a £1,300 legal bill.

Coun Clare Cleary said: “This property is in a dilapidated state and residents living nearby have had to endure years of issues associated with it, including leaking roofs, boarded windows and burst water pipes.

“Enforcement officers have been in touch with Mr Faulkes on many occasions asking him to get the work done, but he has failed to do so.”
