Plans to demolish a former mill to make way for nearly 50 houses have been submitted to Hyndburn council.

Outline proposals have been handed into the council which include the demolition of the former Flair Rugs carpet factory in John Street factory in Oswaldtwistle to make way for 43 homes.

The applicant CBCO Ltd wants to build a range of houses from two bedroom bungalows to four bedroom detached properties with 86 parking spaces.

Councillor Peter Britcliffe, who is chairman of the Oswaldtwistle Area Forum, said the development of the site had been welcomed by the community.

He said: “I welcome the development, it will help to improve the site and it has had a positive reaction from the local community.

“It’s a site that if it wasn’t developed could become quite derelict, and it’s a brownfield site.”

In a design and access statement, the agent Ritchie and Ritchie LLP said the had consulted extensively with the community.

They said: “This has included a presentation to the local committee members, ward councillor, and chief planner at Hyndburn Borough Council.

“This resulted in a number of minor changes to the scheme including the introduction of a number of bungalows for sustained living, retention of elements of the 4m high wall fronting Victoria Street and the stone pillars fronting Commercial Street.

“These changes have helped in further enhancing the appearance of the proposed development within its surroundings.”

The agent also said that the site had been marketed to let, but with no success.

They said: “To this end the marketing has been unsuccessful and the land owner has decided to look to another form of use.”

Part of the site had previously housed an engineering works, which had previously been occupied by the company Vernon Stainless.

Agents Ritchie and Ritchie also stated that the site was located close to primary and secondary schools, Accrington town centre and was within easy access of Blackburn.

They added: “During the design process careful consideration has been given to ensure that the proposal complies with local and national planning policices.”

The plans are due to be decided on at a later date by the planning committee.
