Pipe works are to be carried out in an area of Great Harwood after waste including human excrement spilled on to the pavements.
The pipe is located under St Cecilia Street and has been a problem for many years according to Hyndburn council. The waste spillage occurred last month.
Overton Councillor Ian Robinson said it was ridiculous works hadn’t been completed.
He said: “I don’t understand why it has taken so long. Human excrement coming on the pavement is not environmentally-friendly.
“Kids play on the street and something needs to be done.”
A spokesman for United Utilities said the pipe only came into its ownership in October 2011 following a Government transfer as it was privately-owned.
She added: “In the case of this pipe in St Cecilia Street, part of it now belongs to us, but there are still sections which belong to the property owners themselves.
“Our investigations show that there are faulty joints which could be causing the problem.
“We are raising a work order right now to repair the faults on our pipe but there are also faults on some of the drains which remain in the ownership of local householders, and which also need to be fixed.”
